TL;DR

Medicare open enrollment runs October 15 through December 7. New Mexico's State Health Insurance Assistance Program (SHIP) offers free, unbiased counseling through the Aging and Disability Resource Center at 1-800-432-2080. For a parent in assisted living, check that every medication is covered, that local doctors and the facility's pharmacy are in network, and that the plan works with the hospice or home health agency you would choose.

Why open enrollment matters more for a parent in care

For most people, open enrollment is a quick check of next year's premium. For a parent in assisted living or getting care at home, it decides which pharmacies, specialists, rehab centers and home health agencies they can use next year. A Medicare Advantage plan that worked when your parent lived independently may not include the pharmacy the assisted living facility uses, or the rehab center closest to family.

The window is the same nationally: October 15 through December 7, with changes taking effect January 1.

Where do New Mexico families get free Medicare help?

New Mexico's State Health Insurance Assistance Program counsels Medicare beneficiaries and families for free through the Aging and Long-Term Services Department's Aging and Disability Resource Center. Call 1-800-432-2080 or book an appointment through ALTSD. SHIP counselors do not sell plans and are not paid by insurers, which makes them the right second opinion if a broker or a television ad is pushing a switch.

Bring a list of every medication with doses, every doctor, the pharmacy and the facility's name.

A checklist for a parent in assisted living

Work through these with the SHIP counselor or the plan finder:

CheckWhy it matters in assisted living
Every medication on the formulary, with tier and limitsfacilities manage meds; a non-covered drug becomes a monthly bill
The facility's pharmacy in networkmany facilities use one pharmacy for packaging and delivery
Primary care and key specialists in networktrips across the metro are hard for residents
Nearby rehab centers in networka hospital discharge leaves little time to choose
Home health and hospice agencies in networkresidents can choose providers under 8.370.14.20 NMAC
Prior authorization rules for skilled nursing staysAdvantage plans may require approval before rehab

Original Medicare with a Part D plan and a supplement, and Medicare Advantage, trade off differently on these points; a counselor can lay them side by side.

What Medicare will not do, whatever the plan

No Medicare plan pays assisted living rent or ongoing personal care. If paying for care is the worry, the conversation to have is about the Turquoise Care Community Benefit, the VA pension with Aid and Attendance for eligible veterans and surviving spouses, and long-term care insurance. The same ADRC number, 1-800-432-2080, handles Community Benefit questions and the Central Registry.

Medicare Savings Programs and Extra Help

If your parent's income is limited, ask the SHIP counselor whether they qualify for a Medicare Savings Program, which can pay the Part B premium, or for Extra Help with Part D drug costs. Both are separate from long-term care Medicaid and often overlooked by families focused on assisted living costs. Counselors can check eligibility and help with the applications.

If your parent is moving to Albuquerque this year

A move to New Mexico from another state usually triggers a special enrollment period, because Medicare Advantage and Part D plans are tied to service areas. Do not wait for next year's open enrollment: once the new address is set, ask SHIP which plans serve it and how long the special enrollment window lasts.

Avoid the most common open enrollment mistakes

The mistakes SHIP counselors see most are choosing a plan by premium alone, assuming last year's drug coverage carries over, switching from Original Medicare with a supplement to an Advantage plan without checking whether the supplement can be bought back later, and missing the December 7 deadline. A thirty-minute appointment avoids all four.

Who should go to the appointment

If your parent is in assisted living, bring the facility's medication administration record or pharmacy printout rather than relying on memory, and bring the person who handles the paperwork. If the parent has a financial or health care power of attorney, a copy helps the counselor and the plan speak with that person later.

If your parent has both Medicare and Medicaid

People with both Medicare and full Medicaid have more choices and special enrollment rules. In New Mexico they may be enrolled in a Turquoise Care plan for Medicaid benefits, and their Medicare coverage needs to work with it. This is exactly the situation where an unbiased SHIP counselor is worth the call, because a plan change on one side can affect care coordination on the other.
